Prevention at the source
Overpopulation strains shelters not because people don't care, but because access is lacking, especially in underserved communities. We fund low-cost sterilization and bilingual outreach.

Reduce shelter intake & stray populations by 30% in targeted regions within 3 years

Community Vaccine Initiative
Building a Shield of Protection
Preventable diseases like Parvo and Distemper still cause unnecessary suffering. We host recurring 'Vax Days' providing core vaccinations at low or no cost across communities.

Create community-level immunity zones that stop outbreaks before they spread

Pet Health Security
Ending Economic Euthanasia
No family should lose a beloved pet due to unexpected medical costs. We offer starter health insurance and a Pet Medical Safety Net Fund to keep pets in loving homes.

Meet the Founder
The Heart Behind the Mission
My name is Excelina, and my journey has taken me across countries, cultures, and industries — from modeling as a child in South America, to television, radio, theater, and advertising, to earning my degree in Communications and Broadcasting in Chile. Each chapter shaped who I am today.
When I arrived in Austin, Texas, I began volunteering at my church and soon became active in community service, political campaigns, and advertising for brands like Suzuki, Toyota, Chevrolet, and Ford — even serving as a Hispanic Chamber ambassador, hosting my own television show, and appearing in a calendar with our local fire department. From there, my career led me into film, where I spent seven years as an actress and producer promoting movies internationally, before moving to Hollywood to continue acting and later spending five years working for a law firm during the pandemic.
Today, I have returned to the place I consider home—Austin, Texas—where I am surrounded by family and lifelong friends who have become like family to me.
Throughout my life, God has blessed me with opportunities to work in different countries, industries, and cultures. Those experiences have taught me compassion, understanding, resilience, and gratitude. They have shown me that every living being deserves kindness and respect.
But above all the careers, achievements, and experiences, nothing has touched my heart more deeply than the unconditional love of animals.
Pets have always been part of my life. They give us loyalty, comfort, joy, and unconditional love without asking for anything in return. Now, I feel called to dedicate the rest of my life to helping them.
That is why I founded the Pet Love Help Foundation.
Our mission is simple: to provide love, compassion, care, and hope to animals in need while inspiring our communities to protect and cherish them. Every rescue, every act of kindness, every donation, and every volunteer makes a difference.

Since 2004, James has supported education systems, founding JG Consulting in 2014 to focus on educator retention and academic success tools. Based in Georgetown, TX, he holds a BA from Texas State University and is active with the Austin Ed Fund, Wilson Global Initiative, and Friends of Texas Public Schools.

Cid is a successful Austin real estate developer and philanthropist with extensive fundraising experience in the private and non-profit sectors. He is a former City of Austin Planning Commissioner and also served as the Executive Director of the Texas Health, Racquet, and Sportsclub Association.

Marcus is a CPA and the Controller for HMG & Associates, Inc. He has a Master's Degree from Georgia State University and over 30 years of accounting experience.

Samuel is the founder of Infravest Strategies, a P3 consulting firm focused on infrastructure development projects. He has overseen the procurement of multiple billion-dollar infrastructure P3 projects.

Sumair is a successful science and technology entrepreneur focused on developing and delivering wellness products for human and animal clients alike. He has extensive experience in development and manufacturing of new products, marketing, and distribution, business development and fundraising.
Randy Moreno
Board Member
Disaster Recovery Specialist, Travis County
Randy is in charge of Travis County emergency shelter operations. He holds a State of Texas Certificate in Emergency Management and has also served for many years as a political campaign advisor for the Fireman's Union in Travis County.
Alex Villalobos
Board Member
Chief of Staff, Hays County
Alex is a public servant with extensive experience in government budgeting, operations, emergency management, and law enforcement. He is a Texas Master Peace Officer and holds a degree in Criminal Justice and a Master of Public Administration.
